RPAO is in charge of the implementation of political and living treatment policy for 268 retired carders in the university, and meanwhile offer high quality service for them. It is also responsible for the coordination of implementation of the administration disciplines at both university level and department level of 1,376 retired men in the university, and organization of activities for the retired personnel. Meanwhile, it assists the work of branch party committee for the retired personnel and that of elderly teaching staff association with Capital Normal University.

The predecessor of Capital Normal University is Retired Cadre Office. In Feb. 1982,the central government issued No.13 document, A Decision to Establish Retirement system for elderly personnel, to solve the serious aging problem with the leader group at all levels. According to the document, our university set up a special administrative office, Retired Cadre Office, to serve the needs of retired personnel in 1984. As the number of the retired staff in our university increases, to solve the problem of administration, the university decides to set up administrative system at both university level and department level, and thus mainly transferring the administration task of the retired personnel from the department of Personnel Office to their original units with coordination offered by RPAO. As a result Retired Cadre Office is renamed Retired Personnel Affairs Office.

Since its establishment, under the leadership of the university party committee leaders, RPAO keeps on improving its regulations and working methods according to the require-ments of policies of the central government and construction of the university, so that the retired personnel could enjoy their late years and continue to make contributions to social stability, university construction and reform and opening up. Therefore, RPAO of our university has been appraised to be an advanced unit for many times. RPAO actively co-operates with party committee branch for retired personnel, each department, party committee branch in each unit and the party branch directly under the leadership of party political office, to conduct ideology and political work of the retired staff and encourage them to be concerned about the affairs of the state, keeps on making contributions to the society and hold their integrity in their old age. RPAO performs in-depth research on the lives of retired personnel and reflects their problems. It works in collaboration with the related departments to solve problems and bring practical benefits to the retired personnel so that at their old age, they can be supported, enjoys medical service, keeps on making contr-butions to the society and studying, and enjoys their late years. RPAO makes great efforts on initiating various colorful art and sports activities, such as calligraphy class, painting class, body mechanics class, and goal team. Activities of annual tour and rest cure are also arranged. RPAO assistants the retired personnel for self-administration and self-service, such as establishing mass organizations as calligraphy association and chorus.

Since the ratio proportion between retired staff and staff in active service in Capital Normal University has reached 1：1.3, the work of RPAO are facing greater challenge and pressure, and meanwhile it also shoulders more important task.
