Organization Office
Organization Office of party committee is a functional department
thereof, whose main duties cover the following aspects:
1.
Help the party committee carry out the construction of the leading
group and the selection of cadres. Its basic task is seriously
carrying out and implementing the principles, guidelines and
policies related to the selection of cadres of the party; adequately
fulfilling the task of cultivating, selecting, using, educating,
managing and supervising department leaders according to the
requirements of " Three Representatives"; cultivating
and selecting cadres according to the such principles as "Cadres
shall be supervised by the party; Carders shall possess both
ability and good moral; Cadres shall be generally recognized
by the mass; Cadres shall pay attention to the real effect",
and standard for cadres stipulated by the party as well as the
basic qualification for cadre candidates; adhering to the tenure
system and probation system; adequately fulfilling the tasks
of democratic recommendation and review of department leaders
and leaders of each office; adequately carrying out the system
of preconizing cadres prior to their accession and auditing
the administration staff on their dismissal; adequately carrying
out and implementing the guideline of " Four Requirements"
on cadres; adequately fulfilling the construction of leader
group and adjusting the structure of leader group to make it
more rational and consummate; stabling the cadre training system;
adopting various means and approaches to keep on enhancing the
political and operating quality of cadres; do a good job on
reserve cadres; striving to build a team of young, rationally
structured, promising reserve cadres with high quality and great
development potentials.
Strengthen and improve the administration
over cadres to adapt to the situation and tasks currently faced
by the university; strengthen the reform on personnel affair
administration over cadres, and gradually establish a scientific
and standardized cadre selection system according to the principle
of " openness, equality, competition and superior selection";
form a selection system that is propitious for the excellent
personnel to show their talent; build a high quality team of
department leaders that meet the requirement of reform and development
of our university.
2. Assist the party committee to adequately carry out the construction
of grass root organizations. Fulfill the selection work on secretaries
for branch party committee, party general branch organization
and party branch organization. Attaching importance to the construction
of the committee for branch party committee, party general branch
organization and party branch organization. Meanwhile, strengthen
the guidance and assistance towards the work to be done by branch
party committee, party general branch organization and party
branch organization.
Adequately carry out the expansion of party members. Emphasis
should be especially put on the expansion of party members coming
from young teachers and collage students. Adequately carry out
the education towards party members and give regular education
on the principles, guidelines and policies of party, on the
advancement of party members and on the current situations and
policies towards all party members. Adequately carry out the
organization and party membership. Emphasis should especially
be put on the organization activities and democratic review
of the party.
3. Assist the party committee to operate well the party school.
Adequately carry out the political theory and operation training
of cadres and party members. Adequately conduct series training
lectures on ideology education towards the party branch organization
secretaries and young teachers. Adequately conduct training
of active party member candidates from teachers, staff members
and collage students, and at the same time, perform training
of student party members. Strengthen the guidance and assistance
towards secondary party school in each department. Fully exert
the function of party school in training of cadres, party members,
active party member candidates and young non-party member cadremen.
4.Help the party committee to organize and perform research
on party construction theory. Currently, in the process of reform,
opening-up and building a well-off society in an all-round way,
many new problems need to be urgently solved occur with the
construction of department leader group, cadre group, and grass
root party organization as well as the group of party members.
Research thus should be carried out to give answers. Meanwhile,
research will also to conducted to find out the actual situation
and orientation problems with cadre and organization work on
the basis of going deep into grass roots and the mass. Help
the grass root organizations to solve practical problems and
promptly feed back the precise information to the party committee,
thus serving well as a brainman and assistant to the party committee.
